traffic is moving well in both directions. let's go back to the studio. we're following developing news from the east bay. right now crews are working to cap a water main break on one of the busiest streets in hayward. alex savidge has just arrived on the scene with the very latest from there. >> this intersection of jackson street where we are right now quickly filling up with water as you can see. we'll push in over there. water just gurgling up out of the roadway. causing minor flooding issues. much of it is closed down. jackson street in the eastbound direction is closed. westbound traffic still open as first responders and police keep things closed off. we've seen firefighters out here. they're trying to control the flow of water. trying to access the water valves. so far we have not seen the flow of water lessening any any way.

we did just get here on scene. we are still gathering information. we have yet to talk to firefighter os police officers. i will try to get more information from them. get a sense of how this unfolded and how this began. for now we are live in hayward this morning alex savidge ktvu channel 2 news. and crews worked through the night to fix another water main break. this one in concord it happened just before 6:00 last night. officials say no one last water due to this break. no homes or businesses were damaged. happening now much of the bay area is filling the chill as temperatures fall below freezing. tara moriarty is live in walnut creek. one of the several cities expecting freezing temperatures this morning. good morning, tara. >> reporter: good morning. make sure you have your gloves on. it certainly is chilly. if you look on the sign at the bank behind me here it reads 30 degrees. there is a freeze warning. or 29 defrees. there is a freeze warning in effect for north bay valleys

and mountains until 9:00 this morning. the temperature is really plunged also in fairfield where it's 29 degrees. when we arrived it was a degree warmer. as the morning wares on it's getting a little colder. also cold in livermore. redwood city and napa. it is a spare the air day. even know it's chilly, it is illegal to light any fire logs or pelts. live from downtown walnut creek tara moriarty. president obama is on his way back to hawaii to join his family vacation. we want to show you video of president obama boarding air force one. this was late last night. the president left after the house approved a senate bill. that is despite the objections of some house republicans. >> thanks to the votes of democrats and republicans in congress, i will sign a law that raises taxes on the

victims of super storm sandy. that caused an outcry from new york area lawmakers. >> i truly feel betrayed this evening. one of congress' most basic responsibilities is to help families, communities, businesses recover. >> the senate had already passed a $60.4 billion measure and the house was expected to vote on it but republican leaders say the deal on the fiscal cliff took so much time they didn't have any left to discuss the sandy bill. police are investigating a deadly high speed crash outside a liquor store. ever he was taken into custody and is being treated at the hospital for minor injuries. minutes before his arrest, the driver collided with a white toyota sending it flying through a liquor store. surveillance video captured the

impact. this all began with an earlier report of shots fired at a car from a nearby public housing complex. police tried to pull the driver over but said the driver sped away. >> as officers approached the vehicle, the vehicle took off at a high rate of speed and ran through the next two intersections. colliding with the white vehicle. >> the passenger in the toyota a woman in her 20s died a the the scene. a 26-year-old man who was walking into the liquor store also died at the scene. the driver of that toyota suffered life threatening injuries. time now 4:35. oakland police say they are noticing troubling trends as they notice to tackle violence. 131 people were killed in oakland in 2012. some of the gang related killings. police also say the use of a pure form of the drug ecstasy is ohm boldening attackers.

some students in the north bay are returning back to empty classrooms after their school was burglarized over the winter break. coming up at 4:45 what the thieves got away with and hi nice is a -- and why this is a big blow to the school. chp says a hundred die elantra and toyota camry crashed. and the victims names not been released. new years day came with tragedy for one family when a 59-year-old man drowned after getting swept out to see sea in marin county. he was walking with his wife and dog around 12:30 in the afternoon. a wave swept the couple and dog in the water. the coast guard found the man's body around 4:00 p.m.. authorities not released his name. small business owners in

san francisco are concerned about a new program that will end free meter parking rob sundays. the new policy goes into effect this weekend. it will require drivers to pay all metered spots from noon to 6:00 p.m. on sunday. some small business owners tell the examiner that they fear it will actually drive away customers. time now 4:36. sal castaneda back watching the roads for us. how are things looking? >> they look pretty good. traffic is doing well around the bay area. we're not expecting much of a compute today. the way a lot of people still have this week off. we'll see. let's take a look at these pictures to east shore freeway traffic does look good coming out to the mccarthur maze. not a bad drive at all in the bay area. bay bridge toll plaza still looks very nice. driving through into san francisco. it's pretty cold out there. it's also clear. it's good visibility all over the place.

in san jose northbound 280 looks good. 4:37 hello steve. sal, how are you? >> i'm well. how are you? >> very well, thank you, sir. clear skies. yesterday's system went down to southern california. the cold air is left in place. with calm conditions temperatures are very, very cool. system out here is already boeing, bending, it's going to split. 20s for some already. these temperatures will continue to drop for a couple hours. even 42 in the city. that is official. i haven't looked yet. we have frost and freeze advisories out. the freeze warning north bay all the way down. and frost advisory bay side into the santa clara valley. one degree up in tahoe. there is cold air all over the place. again the pattern systems are coming in when you is -- the pattern is definitely changed. i think the first couple weeks

good morning. we have frost and freeze warnings out. they will go until 9:00 this morning. 20s and 30s. temperatures will continue to be a little warmer today. especially near the peninsula and south bay. maybe mid 50s. los angeles paparazzi photographer died while trying to take pictures of justin biebers car. he was trying to take pictures while officers talked to bieber and his friends in the car. he was hit by another car. police say 22-year-old

carlito montoya shot a husband, wife, and employee at a bar during an argument on monday night. the wife survived. montoya was arrested when he was injured in a shootout with a security guard. city leaders say the shooting was an isolated incident. police canceled the midnight fire works show after the shooting but the show did go on at 8:00 the next morning. organizers say the fire works had to be set off for safety reasons. they were rigged with live charges and could not be stored. the surprised blast startled thousands of people. a santa rosa school is asking for help after burglars broke in. they serve about 20 teenagers with learning disabilities. the students struggle at mainstream schools but are thriving at new horizon. they stole cash, the school van, and computers with software for students with dyslexia. >> these are kids that do not have laptops, they do not have

ipads. they often come from very difficult situations and their only hands on time will be here. >> teachers say the biggest loss is the school van. a 2003 gold honda odyssey. they desperately need it back for student activity. people in antioch neighborhood are asking city and county leaders to stop a string of burglaries there. chris teen's home has been victimized twice. burglars broke into one home a week in her neighborhood. she does private security and patrols. about 200 people showed up up at fruitvale bart station to mark the fourth anniversary of oscar grant's shooting death. grant's death sparked outrage. grant was lying face down on the bart platform when bart police officer johannes mehserle shot him in the back. mehserle later said he meant to

use his taser. >> my hope for the movie is people will see the truth. people struggle with different issues but they can come out of those issues. >> at yesterday's vigil grant's family called for an end of what they see is racial profiling. the city of oakland is expected to start issuing identification cards to illegal immigrants starting next year. san francisco has a similar id card system. there is also a program in the works in richmond. oakland's id cards will also act as a debt card. the id is to make it legal for them to cash checks. the program legitimatizes illegal immigration. to mark the occasion the museum will be free to everyone until 5:00 tonight. that is when the closing bell will ring and that is when everyone including the staff will make a ceremonial exit.

that is the pattern here. it looks pretty quiet here for a couple weeks into january. cold, frosty. clear skies could be a little patchy fog in the north bay. i think that would be the only place. sunshine and a little warmer. upper 20s, low 30s for some. it's the warmers the city 34. oakland 36. 29 fairfield. moffett 35. san jose 35. freeze warnings are out. that is for the north bay. and frost advisories everywhere else. cold up in the mountains single digits there. 28 ukiah. 28 at clearlake or colder than that. clear skies today. next system will give us higher clouds tomorrow. when they start to take this kind of formation, that means they are done. done. they have no chance. a cold morning. sunny. a little warmer. light breeze. 50s now. low to mid but we did do 57.

san jose standoff involving a naked man with a samurai sword ended peacefully with an arrest. the understand accident began around 8:00 yesterday morning when police responded to 5911 -- 911 call. the man took off in a truck and police followed him into a light rail station where he took off his clothes and waved a samurai sword. >> his statements when he got out of the vehicle were you're beginning to have to kill me. he stated that several times. . >> after a two hour standoff the man tried to scale a fence but fell and dropped the sword. police arrested the man that likely suffers from mental illness. survivors from newtown connecticut shooting are getting back to head back to school. they will not return to the same school. they will attend classes in a

neighboring town. classes will begin tomorrow but there is an open house today for parents and students. a connecticut lawyer is dropping his request to sue his state over the sandy hook school shooting. irving originally accused the state of failing to protect students. he was planning to ask for $100 million on damages on behalf of a six-year-old girl who survived the massacre. he has gotten dozens of threatening messages about trying to profit from the tragedy. the sanctions include a $60 million fine to finance child abuse prevention grants. pennsylvania lawmakers objected to using the fine. sandusky is currently serving a sentence of 30 years. íí investigators in france are

looking for the thieves who robbed an apple store on new years eve in paris. the armed robberies went into the flag ship store monday night when police were keeping tabs on ewers eve. the suspects armed own wore masks. they ended uptaking $1.3 million worth of merchandise. time is 4:53. coming up at the 5:00 hour. let's go to sal. >> right now traffic is doing well around the bay area. we don't have any major problems. not a lot of road work out there either. let's take a rook look at -- take a look at the bay bridge toll plaza. certainly some people are coming into the city. there are no major problems on that bridge. and on lower deck it looks good from san francisco to oakland. this mornings commute into oakland looks good. if you're trying to catch a flight at oakland airport, there are no problems there. also checked in with the airport and seems everything is

good morning. we are following developing news from the east bay. right now this water main break and these are live pictures messing up a busy intersection in hayward. freeze warning in effect for parts of the bay area. it's finally a done deal. the long national drama over the fiscal cliff is over. many people are returning to work today and they will be surprised to see a drop in their paycheck now that it's the new year. we'll explain what tax cut has expired.
